This consultation document aims to involve interested parties in the identification of priorities in the work programme of the Radio Spectrum Policy Group (RSPG).
At its second meeting of 19 September 2003, the RSPG agreed on an indicative list of radio spectrum policy issues, which the RSPG shall regularly review with the purpose of selecting specific issues which would require further consideration, i.e. the development and adoption of RSPG Opinions.
RSPG would welcome the views of all radio spectrum users, both commercial and non-commercial, as well as any other interested parties on the RSPG work programme.
Please note that on the basis of the attached list, the RSPG decided at its second meeting to issue RSPG Opinions in 2004 on the secondary trading of rights to use radio spectrum, on the spectrum implications of the switchover to digital broadcasting and on the EU issues at stake at the World Radiocommunication Conference of 2007 (see items 2, 10 and 16 of the list).
Interested parties are invited to give their views on the following questions, taking into account the specific objectives associated with the work of RSPG as outlined in the work programme preamble:
(1) General comments on the indicative list: consistency, completeness etc.
(2) Comments on the scope of specific items
(3) Comments on the relative importance and priorities in dealing with specific items.
(4) Pls describe what kind of radio spectrum policy issue you or your organisation is involved in and to what extent your activities are impacted by one or several entries in the indicative list of radio spectrum policy issues.
Contact: Comments on the work programme should be sent exclusively to infso-rspg@ec.europa.eu for the attention of the RSPG Secretariat. Only electronic contributions will be taken into consideration.
Date of launch of the consulation: 13 October 2003.
Deadline for submission of comments: Since the RSPG workprogramme is subject to periodic review by RSPG, this call for comments on the RSPG work programme will remain open. However, in order to allow RSPG at its successive meetings to take notice of comments received, these need to be submitted at least one month in advance of RSPG meetings (see schedule of planned meetings). In view of RSPG#3, the present deadline is 13 January 2004.
Publication of comments: All submitted comments will be made publicly available unless confidentiality is requested. Comments received in the context of this consultation can be viewed on the responses page of this web site.
