Consultation in the context of the development of a RSPG Opinion on the spectrum implications of switchover to digital broadcasting

 

Background 

RSPG decided at its second meeting on 19 September 2003 (RSPG#2) to develop and adopt by November 2004 a RSPG Opinion on spectrum implications of switchover to digital broadcasting following a Request for Opinion (document RSPG03-14) issued by the Commission. Details on how RSPG organises itself can by found in the RSPG#2 Summary Report.

In accordance to its policy to accompany its work by public consultations, the RSPG would welcome the views on this radio spectrum policy issue of all radio spectrum users, both commercial and non-commercial, as well as any other interested parties on the subject matter.

Detailed issues submitted to consultation 

Interested parties are invited to give their views on the following questions:

(1) How can co-ordination between Member States on spectrum management, at bilateral and EU level, contribute to a quick and efficient switchover?

(2) In particular, what would be the added value from EU co-ordination ahead of the Regional Radio Conference starting in 2004 and other international negotiations?

(3) Are greater transparency and technological neutrality of spectrum assignment, notably through valuation and market tools, instrumental to switchover?

(4) What will be the “spectrum dividend” from switch-off, and how should this be allocated to specific services?

(5) Does convergence require more flexible allocation mechanisms than traditional ones, which tightly link frequency bands and individual communication services according to ex ante decisions?

Date of launch of the public consultation: 4 February 2004

Deadline for submission of comments: note that this consultation has been extended from 1 March 2004 until 15 March 2004.
